The main objective of this project was to re-evaluate and assess the findings of an expert group named Manneråkutvalget, report NOU 2001:22, chapters 8.3 and 10, originally published in 2001, concerning any changes of the situation five years later. Additional objectives were to describe barriers which continue to exist for the disabled, evaluate the impact of measures set out in the meantime to change the situation, describe new tools of analysis, and propose new ways to document any future changes. The project included a literature study, input from the reference group, and interviews with experts.

- Benefit for society
- The project contributed with an updated description of the current situation with regard to ICT barriers for disabled people. It also provided an evaluation of measures and strategies that have made a difference within this area, and provided suggestions for new or other measures and strategies. The evaluation were based on recent statistics, research, and other type of documentation.

The findings of the project show that the term
universal design
is not sufficiently defined, at least when it comes to ICT products in the everyday life. On the other hand, it is crucial to provide universally designed products as ICT affects more and more parts of our lives.There are some positive trends concerning more inclusive web sites, but the project's results show that there is still a large gap between the current situation and full implementation of universal design in ICT products and services. For example, the situation has been unchanged since 2001 concerning subtitling of TV programs.
Another finding is that the use of open technology standards is vital for efficient solutions that work. There is always the risk that vendor specific products do not work seamlessly together, and a product's closed nature is bound to slow down the technological progress.
